Last month, Winter Storms Riley and Quinn knocked out power for thousands of homes here in New Rochelle and throughout our region.  Con Ed’s response to this crisis was widely perceived as inadequate, as I noted in a blogpost at the time.

Like all local utilities, Con Ed is overseen and regulated at the State level by the NYS Public Service Commission (PSC.)  The PSC is in the process of holding hearings to evaluate Con Ed’s performance, and yesterday afternoon, I offered this testimony.  My comments were not intended to be a comprehensive review of problems, but rather to highlight specific and achievable means of improvement.

Going forward, I will continue advocating for necessary changes in utility emergency response procedures.
