Police Commissioner Patrick Carroll is retiring after nearly a quarter century of service to our community, during which he helped make New Rochelle one of the safest cities of its size anywhere in America. Last night, at Commissioner Carroll’s retirement party, I was pleased to offer thanks and to wish him good luck in the next chapter of his life. Well done, Commissioner.
